CCPPP Govenment Submissions

In early 2024, Ontario's Attorney General requested an independent review of the Construction Act. The Act, plays a critical role in Ontario’s economic development, increasing housing supply and building infrastructure projects such as public transportation and hospitals, was last significantly reformed in 2017. CCPPP submitted recommendations in August 2024.

CCPPP proposes a set of forward-looking recommendations including 1) moving forward with National Infrastructure Assessment recommendations, 2) committing to a funding framework for predictable next-generation infrastructure that incentivizes Canadian communities to consider alternative finance models to support housing development and community-enabling infrastructure and 3) evolving procurement approaches to foster a solutions-oriented procurement environment.

CCPPP proposes a set of forward-looking reccomendations, including 1) leveraging P3 procurement approaches that have a proven track record while fostering a solutions-oriented procurement environment, 2) evaluating the potential for P3 project bundling to maximize value to taxpayers and 3) supporting municipalities and Indigenous communities in considering and applying P3s to maximize infrastructure funding.

CCPPP proposes a set of forward-looking recommendations including 1) reassessing the province’s stance on P3 school bundling and gaining a deeper understanding of P3s and 2) proactively consulting industry and leveraging Canadian jurisdictional best practices to develop robust P3 Accountability legislation.

CCPPP proposes a set of forward-looking recommendations, including 1) centralizing knowledge and oversight of large infrastructure projects, 2) supporting municipalities and Indigenous communities in considering and applying P3s to maximize infrastructure funding and 3) evolving procurement approaches to ensure early engagement with private-sector proponents. We believe these recommendations will strengthen Nova Scotia's ability to respond to growing population pressures.

CCPPP proposes a set of forward-looking recommendations, including 1) evolving procurement approaches to ensure early private sector engagement, 2) supporting municipalities in considering P3s to maximize public infrastructure funding, and 3) evaluating the potential for P3 project bundling to deliver value for taxpayers. We believe these considerations will strengthen Alberta’s infrastructure delivery leadership role in Canada.

CCPPP proposed a series of recommendations including 1) creating a specialized centre for the oversight, development and execution of federal P3s and partnership models, 2) maximizing the potential of the National Infrastructure Assessment, 3) Supporting Canada’s municipalities in the consideration and application of P3s, where appropriate, to unlock the long-term benefits of the model and 4) Increasing support for the development of skilled trades across Canada.

In February 2022, CCPPP was made aware of proposed federal tax legislation related to Excessive Interest and Financing Expenses Limitation (EIFEL). The Council is working hard with its members to ensure the legislation protects the country's P3 projects — both current and future — and does not place Canada at a competitive disadvantage to our neighbours to the south when it comes to procurement, labour and innovation. Our advocacy work to date has included several submissions to the federal government, as well as meetings with federal finance officials.
