Applications for 2026-27 are OPEN.
The $5,000 annual scholarship is open to undergraduate and post-graduate students entering their final year at a Canadian university who are enrolled in business, engineering, law or other relevant discipline for the 2026-2027 academic year.
One (1) award will be presented to a student based on a paper prepared on a topic directly relevant to infrastructure public-private partnerships (P3s) in Canada. This is a paper already prepared and submitted as part of a student’s coursework.

Evaluation Criteria
All submissions will undergo a 3-stage evaluation process, including a final evaluation by leading representatives from the Council’s board of directors.

In 2024, Karen Chan, a fourth-year urban planning student at the University of Waterloo, was named the inaugural recipient of the Mark Bain P3 Scholarship.
