Policy Network

The Policy Network Committee will directly shape the Council's annual advocacy and policy priorities and have direct engagement with government decision-makers and CCPPP's Board of Directors. 

Why Advocacy? 

Advocacy is vital for driving long-term success in the P3 industry. It raises awareness, influences public perception, and shapes supportive public policies. The Council’s new programmatic approach to advocacy is targeted and nimble, ensuring our government engagement activities are effective and responsive to the needs of the industry.

Strength in Numbers

One of the most effective strategies in advocacy is to build industry coalitions that agree to work together to champion policy matters. When industry associations take up a call to action, governments are more likely to move the policy needle than when individual private companies lobby for specific regulatory or legislative changes on their own behalf. When The Council speaks, governments recognize they are hearing the collective voice of Canada’s P3 industry.

Our Priorities

  • Grow Canada’s P3 project pipeline by championing P3 models such as the DBF(O)M, concession and Progressive P3models, including operations and maintenance, while addressing the crucial need for governments to ensure infrastructure not only meets immediate needs but also offers long-term value to our communities.
  • Proactively tackle challenges and opportunities to preserve the strengths of the P3 model while exploring ways to modernize it to ensure its agility and responsiveness to present and future market dynamics – while respecting the 4 principles.
  • Strategically prepare for future P3 project requirements, including handback.
  • Advocate for improved risk allocation between public and private sector infrastructure partners, along with increased transparency in the project pipeline, to enhance P3 project management, promote competition, and mitigate harmful project cancellations.

Given the Policy Network's objective to influence policy and engage directly with senior government officials, participation will be restricted to C-suite/senior-level representatives (SVP/Group Head or above) from each company.

Advocacy Priority Influence

  • One company rep of your choosing to participate in all Council Advocacy Days (minimum 2 per year) with priority governments across Canada.

Member Responsibilities

  • Inform annual policy and advocacy strategy setting for recommendation to and approval by the Council's Board of Directors, which ultimately sets Council policy priorities.
  • Offer advice and insights to Council staff on the execution of high-level policy/ legislative objectives and in advance of Council staff-level meetings with government officials, as appropriate.
  • Provide updates to the Board of Directors on outcomes achieved by the Policy Network Committee, as necessary.
  • Participate in Policy Network Committee activities as a representative of the Council and the broader P3 industry and not as a representative of their respective company.
