The Meadows replaced three aging facilities in southwest Saskatchewan, delivering a modern 225-bed complex that supports long-term, palliative and specialized bariatric care. It was also the first time the Saskatchewan government delivered a public infrastructure project using the public-private partnership (P3) model.

The centre, which is organized into 22 small residential homes linked through shared internal corridors, shifted away from the institutional layout typical of older facilities and created smaller neighbourhoods that support daily routines, community interaction and a more familiar living environment.

Each home contains private rooms with individual washrooms, spaces that accommodate couples and two-way cupboards that allow staff to replenish supplies without disturbing residents. Additional storage space keeps medical equipment out of sight, reinforcing the home-like character of the setting. Large windows and carefully planned sightlines provide views of surrounding natural areas throughout the building.

The centre’s location enhances integration of health services in the region. A direct link to the adjacent regional hospital supports transitions between long-term care, palliative care and emergency or specialized services. The site also sits across from two elementary schools, creating opportunities for intergenerational engagement. Nearby recreation facilities, including an aquatic centre and field house, further connect the development to community amenities. 

By consolidating services, replacing outdated infrastructure and introducing a new model of long-term care design, The Meadows has become a cornerstone health facility for southwest Saskatchewan. Its successful delivery established a foundation for future P3 health projects in the province and demonstrated the effectiveness of combining resident-focused planning with modern infrastructure delivery. 

The 32-year P3 agreement involves the design, building, financing and maintaining of the facility.
