The Abbotsford Regional Hospital & Cancer Centre was British Columbia’s first hospital delivered via public-private partnership and the first cancer centre in Western Canada to be integrated into a hospital from the ground up. 

It opened to patients on August 25, 2008 after construction started in 2004.

At 60,000 sq. metres, the hospital and cancer centre is nearly three times the physical size of the previous hospital. Capacity has increased in every facet of hospital operations including an expanded maternity ward and intensive care unit, and increased capacity for mental health and palliative care.

The integrated cancer centre, which handles an estimated 60,000 patients annually, means patients in the Fraser Valley no longer have to travel a minimum of 45 kilometres to Surrey for treatment. 

Background

Abbotsford's aging 188-bed Matsqui-Sumas-Abbotsford (MSA) Hospitallast renovated in 1980was struggling to provide services to the city, which had seen a population growth of over 250 per cent in the late 20th century. The result was long waits, problems with infection control and a poor healing environment. 

In July 1990, the Ministry of Health approved a new 300-bed facility through traditional procurement but the project was put on hold. In 2001the British Columbia government decided to use a P3 for the facility. 

As the first major P3 hospital in B.C., the project agreement had to specify performance and facility management requirements to ensure Value-for-Money (VfMover the 30-year operating term. 

The public sector maintains responsibility for providing clinical services while the private partner is responsible for routine maintenance including equipment, grounds and gardens, repairs and upgrades, help desk, food and housekeeping. 

The facility was designed and built to minimize its ecological footprint and achieved LEED® Gold Certification for its design and construction in 2009.

The eco-conscious design resulted in a 40 per cent reduction in energy consumption compared to a Model National Energy for Buildings-compliant hospital. Carbon dioxide emissions have been reduced by approximately 3,100 tonnes per year at a cost savings of nearly $500,000 annually.
