The Saskatoon Civic Operations Centre, the city's first public-private partnership (P3) project, delivered a modern transit operations facility and the city’s first permanent snow management site. 

Built on a 73-hectare site west of Circle Drive, the centre replaced a century-old transit garage in Caswell Hill and provides long-term capacity for a growing fleet and expanded municipal services.

The 41,806 square mete (450,000 sq-foot) transit facility consolidates maintenance, storage and administrative functions in one location. It contains 27 maintenance bays, a full body shop, paint facilities and indoor storage for 224 buses, with additional space reserved for future fleet growth. The building supports fuel, wash and inspection functions and incorporates energy-efficient systems consistent with LEED certification.

The adjacent snow management area constitutes the city’s first purpose-built site for winter operations. The facility consists of a concrete pad of roughly 5.7 hectraes (14 acres) with capacity to store up to one million cubic metres of snow.

Meltwater enters an oil and grit separator before moving through a stormwater pond and a series of baffle curtains designed to control discharge into the municipal drainage system. This sequence strengthens environmental performance and improves monitoring of runoff during the spring thaw.

Site development required extensive groundwork, including grading, utility installation and significant volumes of concrete and structural work. The project incorporated large quantities of mechanical, electrical and communications systems, reflecting its operational complexity.

Construction concluded ahead of schedule and on budget, with substantial completion achieved less than two years after groundbreaking.

Under a long-term P3 agreement, the private partner designed, built and financed the facilities and will maintain the site and buildings for a 25-year period, while the city retains ownership and continues to deliver transit and snow management services.

The Civic Operations Centre enhances Saskatoon’s ability to manage transit growth, streamline winter road operations and modernize service delivery. The project strengthens operational capacity, reduces reliance on outdated facilities and establishes a long-term hub for two essential municipal functions.
