Chief Peguis Trail Extension

Completed on budget in 2011, the Chief Peguis Trail extension is an important link in Winnipeg’s inner-ring and is designed to relieve traffic pressure on residential streets.

It included a four-lane arterial divided roadway with a flyover roadway grade separation, sewer and water relocations, new land drainage piping, a pedestrian bridge, noise attenuation walls, multi-use paths, berms and three new intersections over its 3.7-kilometre length. The project also promotes the use of public transit and has a multi-use pedestrian and cyclist path.

The first segment of the trail was built between Main Street and Henderson Highway in 1990. City council approved moving forward with an expansion of the trail in 2008 based on a P3 model with a 30-year maintenance period.

This is a great day for Winnipeg. The Chief Peguis Trail has been completed a year ahead of schedule and will begin to make our streets safer and the daily commute easier for residents. This is an excellent example of what can be achieved when governments work with the private sector to deliver Canada’s public infrastructure needs.

Using a fast-track schedule, the project opened on budget and approximately one year ahead of schedule. With the design, construction and maintenance roles bunded into one contract with one private sector partner, the project generated efficiencies including: reduced design coordination issues; incentives to design an efficient roadway with optimal life cycle performance; and clear accountability for the long-term condition of assets.

The city defined performance standards for the maintenance of the roadway and if these standards are not met the city is entitled to deduct amounts from the scheduled service payments to the private sector, providing the partner with incentives to meet service standards. 

The P3 model is providing an estimated savings of $31 million (17. 6 per cent) compared to a traditional procurement.
