The Adult Corrections Facility Replacement Project is delivering a modern alternative to Her Majesty’s Penitentiary, which opened in 1859 and remains one of Canada’s oldest operating prisons. The existing institution houses medium and maximum-security male inmates and plays a central role in the provincial correctional system.
The new facility enables the province to expand its correctional capacity and update its infrastructure to support current operational, programming and safety requirements.
The project includes construction of a two-storey, 295,220 sq. foot facility that accommodates 395 beds. The design improves access to health care through a dedicated Health Services Unit and expands space for resident programs and recreation. It also adds modern training and wellness areas for correctional officers and support staff.
The expanded layout more than doubles the capacity of the current penitentiary and reflects best practices in modern correctional facility design, with a focus on safe operations and improved access to rehabilitative programming.
In early 2025, the Newfoundland and Labrador government and New Avalon Corrections Partners signed a $1.5-million early works agreement that allowed the team to begin site preparation at East White Hills Road ahead of the final contract. New Avalon Corrections Partners reached financial close in July 2025. Completion is targeted for fall 2029.
