As Canada's national voice on public-private
partnerships, The Canadian Council for Public-Private Partnerships
is often called upon to present remarks or research related to the
use of P3 in Canada at public inquiries, hearings or discussion
groups.
Below is a collection of these submissions and a
brief description of the context.
The Impact of Global
Credit Retraction and the Canadian PPP Market
Deliberations by the
Industry Members of CCPPP (Spring/Summer 2009)
As financial markets continued to experience
disruptions during the first half of 2009, CCPPP conducted a series
of workshops with private sector representatives to examine the
impact of the global financial crisis on the Canadian PPP market and
to formulate recommendations on how to mitigate its effects. “The
Impact of Global Credit Retraction and the Canadian PPP Market –
Deliberations by the Industry Members of CCPPP (Spring/Summer 2009)”
is the result of this 4-month consultation process, which involved
project sponsors, lenders and advisors from over 30 participating
companies.
With rapidly changing market conditions and recent
improvements, the issues identified in this report may shift and
proposed solutions may need to be adapted. This report should
consequently be viewed as a contribution to an ongoing dialogue
between public and private sector market participants to address the
evolving issues in the Canadian PPP market.
Hearings and Submissions on Bill 61: "An Act
Respecting the Agence des partenariats public-privé du Québec"
As part of the Government of Quebec's review of
legislation concerning the formation of a P3 Agency, the Committee
on Public Finance solicited comment from interested parties on the
agency's proposed scope and mandate. CCPPP made a written submission
to the Committee in September 2004 as well as a presentation in
November 2004.

An Infrastructure Planning, Financing and Procurement
Framework for Ontario’s Public Sector
In the Spring of 2004, the Government of Ontario held
consultation sessions to obtain feedback on its "Discussion Paper on
Infrastructure Financing and Procurement". It was the Government's
first step in developing a long-term plan to address Ontario's
infrastructure deficit. In April, CCPPP submitted a Position Paper
to the Minister of Public Infrastructure Renewal, Hon. David Caplan,
outlining the benefits of using public-private partnerships to
deliver much-needed infrastructure in Ontario. In July, the Ministry
released "Building a Better Tomorrow - Infrastructure Planning,
Financing and Procurement Framework for Ontario's Public Sector".
Ogilvy Renault prepared a brief on the framework for CCPPP.

Walkerton Water Inquiry
The Canadian Council for Public-Private Partnerships was actively
involved in the technical meetings and public hearings of Part Two
of the Walkerton Water Inquiry, appearing at five separate meetings
and making a number of submissions. The objective of CCPPP was to
put before the Commission an alternative to traditional public
sector water delivery. Many of the arguments made in the briefs have
application across sectors.
