The Canadian Council for Public-Private Partnerships has assembled a collection of speeches from influential public and private sector leaders who spoke about public-private partnerships and their benefits. All documents have been posted here with permission from the speakers.

  • David Dodge, Governor of the Bank of Canada, encouraged the Ontario government to pursue P3s with private providers in a speech given at the 2006 Ontario Economic Leadership Conference on October 25, 2006. He noted that given the low nominal interest rates and pension funds looking for investments, the time is right.   • David Dodge, Governor of the Bank of Canada, mentioned the role of private finance in public infrastructure in a speech to the Montreal Chamber of Commerce on June 21, 2006. He said: "Having modern, reliable infrastructure in place allows businesses to invest with greater certainty, thus furthering the adjustment process. This may mean the use of private funds to develop public infrastructure projects, as I have mentioned in past speeches. And now is the time to encourage this type of investment, given our climate of low nominal interest rates, and the presence of large pension funds that are searching for these kinds of investment opportunities."   • Summary of speech by The Hon. David Caplan, Ontario Minister of Public Infrastructure Renewal, on May 9, 2005 in Toronto. Minister Caplan announced the formation of the Ontario Infrastructure Projects Corporation, which will focus on "alternative financing and procurement", including public-private partnerships. The Minister mentions the critical need to look at new ways to renew the province's public infrastructure.

  • Speech by The Hon. Reg Alcock, President of the Treasury Board, Government of Canada, at the Ottawa Centre for Research and Innovation's Government Opportunities Program on January 24, 2005. Minister Alcock discusses the benefits of working with the private sector on information technology projects. He also mentions that the government is working on policies for public-private partnerships (see underlined text).

  • Editorial from the Vancouver Sun on March 3, 2005. The edeitorial espouses the benefits of using the P3 approach, with reference to several recent projects in BC.

  • Speech from the Throne of the Government of Alberta on March 2, 2005. The Government points to the success of the Ring Road P3 around Edmonton and the use of such innovative financing mechanisms for other projects. Note - see Page 6 for reference.

  • Article by Hon. Monique Jérôme-Forget, Chair, Conseil du trésor, in the Montreal Gazette on February 26, 2005. Ms. Jerome-Forget discusses the benefits of the P3 approach related to risk transfer and cost containment.

  • Speech by Hon. David Caplan, Ontario's Minister of Public Infrastructure Renewal, to the Public Policy Forum on Feburary 19, 2004. Minister Caplan discusses the critical need for revitalized infrastructure in Ontario, long term planning and new approaches.

  • Speech by Jacques Ménard, Chairman of the Board, BMO Nesbitt Burns, to The Canadian Club of Montreal on November 10, 2003. Mr. Menard's address, entitled "Government Organization: The Impossible Status Quo" outlined his ideas for reforming government in Quebec, including using public-private partnerships to deliver infrastructure and services.   • Commentary by Philip Hochstein, Executive Vice President of the Independent Contractors and Businesses Association of British Columbia, which aired on CBC Radio on January 14, 2002.

  • Speech by John Brumby, Treasurer, State of Victoria, Australia, to the Australian Infrastructure Council (AusCID) on July 3, 2003. Minister Brumby discusses his government's commitment to infrastructure development using PPP as well as recent policy developed by Partnerships Victoria.

  • Research paper authored by Scott Carson, Dean of the School of Business and Economics and Professor of Business Policy at Wilfrid Laurier University in Waterloo, Ontario. Titled "Establishing Public-Private Partnerships: Three Tests of a Good Process," the paper discusses the importance of the relationship between the public and private partner in determining the success of PPP's.

  • Speech by Premier Gordon Campbell to the P3 Transportation Conference on July 8, 2002. Premier Campbell spoke about his government's record, the need for new investment and the benefits of PPP.

  • Speech by The Honourable Gary Collins, Minister of Finance, Government of British Columbia, to the Vancouver Board of Trade on February 19, 2002. Minister Collins discusses the government's goals to "restore prosperity and sound fiscal management in British Columbia," including the use of public-private partnerships.
