    This document looks at the various arrangements that draw on private sector financial capacity and areas of expertise in delivering water and wastewater services. It reviews the advantages with specific P3 models and examines the inherent characteristics that make them attractive choices for many. Published: 3/2002; 20 pages.

  • Public-Private Partnerships for Funding Municipal Drinking Water Infrastructure: What are the Challenges?
    This 46-page discussion paper, published by the Government of Canada in May 2006, provides an overview of the worldwide research on P3s in the water sector and offers recommendations on how to structure municipal projects to ensure a balance between value for money and the public interest.

  • Water & Sewer Rates: Full Cost Recovery
    This InfraGuide details best practices in achieving full cost recovery for water and sewer services given the existing infrastructure deficit and deteriorating state of municipal systems. The finance section cites public-private partnerships as a potential option (see page 29). View the report.

Walkerton Water Inquiry

The Canadian Council for Public-Private Partnerships was actively involved in the technical meetings and public hearings of Part Two of the Walkerton Water Inquiry, appearing at five separate meetings and making a number of submissions. The objective of CCPPP was to put before the Commission an alternative to traditional public sector water delivery. Many of the arguments made in the briefs have application across sectors.
