British Columbia and Ontario have emerged as leader in the development of public-private partnerships in Canada. Achieving value for money, proper risk transfer and ensuring a highly efficient and effective competitive procurement process will attract lenders, investors and contractors and will help strengthen the market.

Partnerships BC

Given the province's experience, CCPPP in cooperation with the BC Chapter of The Council and Partnerships BC, undertook an organized outreach to more than 25 organizations to obtain market feedback. The primary goals of the market articulated in this report are: to reduce time taken during the procurement process; to reduce procurement costs for both the public and private sectors; to achieve optimal risk transfer in projects; and, to drive consistency in standardizing procurement documents.

Partnerships BC has recently published some other valuable resources on this topic:

Infrastructure Ontario

Infrastructure Ontario published two important documents to provide guidance and clarity on value for money and assessing risk in design-build-finance-maintain projects.
