Infrastructure Ontario and the Industry Review the AFP ProgramFriday, April 27, 2007 7:30 to 9:15 am J. David Livingston , President and CEO David Livingston, Jim Dougan, John McKendrick and Bert Clark participated in a morning session with industry representatives to discuss the recent wave of procurements in Ontario. The session was moderated by Dale Richmond, CCPPP President and David McFadden, Director, CCPPP and Partner, Gowling Lafleur Henderson LLP. Infrastructure Ontario has much to be proud of. Even though it was created just over a year ago, IO already had 5 projects under construction; 4 with preferred proponents selected; 5 at the RFP stage; 5 through RFQ waiting to go to RFP; and 1 at the RFQ stage. By any standard, the speed with which this newly created organization has brought projects to the market is impressive. The companies that responded to this wave of activity should also be congratulated. Competitions on all of the projects, whether BF or DBFM models, brought out formidable competitors and produced high-quality competitions. With the Ontario program now well under way, it was time to have a candid discussion between Infrastructure Ontario and industry. As the US ramped up and BC was set to put new projects into the market, would Infrastructure Ontario’s projects continue to attract such top quality bidders? What could be done to maintain a high level of interest in Ontario projects? What worked well, what didn't? And from IO's perspective, how did they see the program unfolding over the following year given an election on the horizon? An Industry Panel comprised of companies who had competed in recent project procurements were preselected and brought their comments and recommendations forward with response from IO's David Livingston, Jim Dougan, John McKendrick and Bert Clark.
