Mr. Milburn began working at the BC Ministry of Transportation and Infrastructure in 1983. He has held a variety of positions, including Executive Director of one of BC's first P3 projects, the Sea-to-Sky Highway Improvement Project. At this event, he discussed the importance of governance structures related to P3 based on his experience as a senior executive with the BC Government.
