Dale E. Richmond is currently the President of The Canadian Council for Public-Private Partnerships. He also serves on the boards of The Standard Life Assurance Company of Canada, the IBI Income Fund, and the Humber Institute of Technology and Advanced Learning and participates on the advisory committees of Telus Corporation, the LPF Infrastructure Fund, the OE Infrastructure Fund and The Oakville Hospital Foundation. He also chairs the Independent Review Committee for Lincluden Mutual Fund.

From 1993 to 2003, he was the President and Chief Executive Officer of the Ontario Municipal Employees Retirement System. Prior to 1993, Mr. Richmond served with the Municipality of Metropolitan Toronto for 17 years, where he held various positions including Chief Administrative Officer (for a period of eight years), Deputy Commissioner of Transportation, and Commissioner of Management and Computer Services. He also held various public sector positions in Halifax, Calgary and Sudbury.

Mr. Richmond obtained a Bachelor of Commerce Degree from Mount Allison University in 1964, a Master of Arts (Economics) degree from Dalhousie University in 1968 and an accreditation as a certified management accountant in 1983.
